European Parliament: All new buildings must use solar energy by 2028!

The European Parliament has adopted draft measures to increase renovation rates and reduce energy consumption and greenhouse gas emissions.

The proposed revised Energy Performance of Buildings Directive (EPBDII: Energy Performance of Buildings Directive, EPBDII) mandates the use of solar rooftop systems for all new buildings by 2028 and for renovated domestic buildings by 2032.

The directive aims to reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030 and to achieve climate neutrality by 2050. It also focuses on increasing the rate of energy retrofits in inefficient buildings and improving information sharing on energy performance.

Buildings account for 36% of greenhouse gas emissions
The European Commission has previously stated that buildings in the region account for 40% of energy consumption and 36% of greenhouse gas emissions.

Last year, the Commission introduced the Solar Roofs Initiative, which mandates the phased installation of solar energy on all new public, commercial, and domestic buildings.

Draft measures derived from this initiative are expected to help increase renovation rates, improve information sharing in the area of energy performance, and ultimately achieve zero emissions from 2028 onwards for all new buildings. Understood another way, all new buildings will be required to use solar technology by 2028, as long as it is technically appropriate and economically feasible.

The deadline is 2026 for new buildings occupied, operated, or owned by public agencies, and 2032 for household buildings undergoing major renovations.
